as PeTA) :

Because VanCity does cat rescue, instead of supporting the above lobbying organizations that use your donated money against you to slowly make pet ownership more expensive and with more requirements, it is encouraged that you donate to you local shelter instead.  This way, you know your hard earned money is going to be used to directly help the animals.
